Explanation:
RUDG, LLC in cooperation with Hollywood Housing Authority requests a Special Exception to allow for a 95 unit Affordable Senior Housing Development (Parc View Apartments) located at 970 N. 66th Terrace. To accomplish this, as the property has a Medium Residential land use, allocation of 61 Affordable Housing Units from Flexibility Zones 88, 91, 92 and 104 are necessary.
In this item, the City Commission will consider only the request for the allocation of Affordable Housing Units, the Design and Site Plan will be addressed at the time of Site Plan Review by the Planning and Development Board. Attached (Attachment I) are Schematic Designs and Preliminary Elevations for reference.
On December, 11 2014, the Planning and Development Board forwarded a unanimous recommendation of approval to allocate 61 Affordable Housing Units with the following staff recommended conditions:
1. That the Applicant submits for Site Plan Review within 120 days of the effective date of the Flex Application; Site Plan must be approved or denied within two years of submittal; should the following not be met the units shall revert back to the specified Flexibility Zone for future allocation.
2. The 61 units from Flexibility Zones 88, 91, 92 and 104 will remain valid so long as the Site Plan is valid. Should Site Plan expire the units shall revert back to the specified Flexibility Zone for future allocation.
3. Any units not used upon expiration of Site Plan; expiration of the Building Permit; prior to issuance of a Certificate of Occupancy (C/O) shall revert back to the specified Flexibility Zone for future allocation.
Should the City Commission pass First Reading, at time of Second Reading, there will be a companion item requesting authorization from the City to sign the applicable Florida Housing Finance Corporation Local Government Verification forms (verification of compatibility with regard to land use and zoning to request State Funding).
Staff finds the proposed project consistent with the Criteria set forth by the Zoning and Land Development Regulations as well as the City-Wide Master Plan and therefore recommends approval.
