Explanation:
The Department of Public Utilities (DPU) needs to purchase a Vertical Coupled Solids Handling Pump for the non-potable water pumping station. The pumping station is for internal use for the Southern Regional Wastewater Treatment Plant (SRWWTP), and this pumping station provides reused (non-potable) water pressure for the seal water systems, plant cleaning, chlorine gas dosing, belt press operation, pumps, clarifiers, and chlorination processes. This pumping system and the required pump are integral to almost every process within the SRWWTP, providing continued compliance with Florida Department of Environmental Protection (FDEP) regulations and helping to maintain the health and safety of the public.
The pump will be procured through Fairbanks Nijhuis Pumps (formally Fairbanks Morse), dba Barney’s Pumps, Inc. (Barney’s), which is the sole distributor serving the municipal market in South Florida. A notice to Sole Source Number NTSS-148-24 was posted electronically on OpenGov from November 16, 2023, through November 27, 2023, and received no inquiries.
The DPU Director and the Interim Chief Procurement Officer recommend that the City Commission approve and authorize the issuance of a Purchase Order to Barney’s to purchase a vertical pump in an amount up to $64,100.00.
The DPU has previously purchased several pumps from Barney’s and the total expenditures to Barney’s are expected to exceed $100,000.00 for Fiscal Year 2024 and will therefore require City Commission approval pursuant to Section 38.38 of the Procurement Code.
Fiscal Impact:
Funding for this Purchase Order is available in the FY 2024 Operating Budget in account number 442.400601.53600.552240.000000.000.000.
No additional staff will be needed as a result of this resolution.
