Explanation:
The Department of Public Utilities (Department) operates the 55.5 million gallon per day (“MGD”) Southern Regional Wastewater Treatment Plant (“SRWWTP”). Department staff identified the need to remove grit from various areas, and repair severely deteriorated equipment, to keep the SRWWTP’s biological treatment processes in optimal operation.
On March 1, 2023, the City Commission passed and adopted Resolution No. R-2023-056, which authorized the execution of an Authorization to Proceed for Work Order Number H&S 23-03 with Hazen and Sawyer, P.C. (“H&S”) to design a comprehensive project for the necessary work to remove grit and repair equipment at the SRWWTP (“Grit Removal Project”).
The Department further requested a proposal from H&S to provide construction administration services for the Grit Removal Project in an amount up to $332,890.00.
Notice of Bid Availability for Bid No. IFB-170-24-JJ was posted on OpenGov in accordance with Section 38.43(A) of the Procurement Code on February 21, 2024, and electronically opened on April 3, 2024, with the following results:

Department and Office of Procurement staff evaluated the submitted bid in accordance with Section 38.43(F) of the City’s Procurement Code, and Cardinal Contractors, Inc, (“Cardinal”) was determined to be the lowest responsive and responsible bidder. On May 6, 2024, a Notice of Intent to Award related to the project was posted on the City’s website and on OpenGov and resulted in no bid protests.
The Department also requested a proposal from H&S to provide construction administration services for the project. H&S submitted a proposal to provide construction administration services in an amount up to $332,890.00.
This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute the attached contract with Cardinal in an amount up to $6,420,310.00 for construction services for the Grit Removal Project and to execute the contract for H&S to provide construction administration services for this project. The Grit Removal Project is estimated to be completed within twenty-four months of the issuance of the Notice to Proceed to the contractor.
Fiscal Impact:
Funding for this project was included in the amended FY 2025 Capital Improvement Plan and is available in account number 442.409903.53600.546301.001809.000.000.
Department staff will manage this project. No additional staff are needed as a result of this project.
