Explanation:

On September 6, 2023, pursuant to Resolution No. R-2023-282, the City Commission authorized the execution of a contract with Man-Con, Incorporated (“Man-Con”) for construction services related to the sewer extension project in the area bounded by North 35th Avenue to the west, Park Road to the east, Arthur Street to the south, and Taft Street to the north, also known as the Hollywood Hills Sewer Extension project, in the amount of $10,982,236.00.

 

On December 28, 2023, the Department of Public Utilities (“Department”) executed Change Order No. 1 in the amount of $180,345.73 to compensate for public outreach services and the installation of additional pipe not included in the original bid table.

 

A miscalculation concerning the lengths of the sewer laterals resulted in the actual amount of installed lateral pipe being 2,895.50 linear feet greater than that included in the bid, and the cost over-run for this item totals $434,325.00, based on the unit linear foot price for the sewer lateral pipe.

 

During construction, Department staff determined that it was necessary to pave the full width of Taft Street instead of only one lane as originally planned, which resulted in an additional cost of $49,467.61.  Department staff also determined that the sod restoration quantity shown on the plans was insufficient and an additional 842 square yards of sod are required for the project in an amount equal to $10,104.00.

As a result of the aforementioned, the Contractor has requested a Change Order related to those changes in construction services.  Department staff negotiated the change order price down to $493,896.61, and determined that the negotiated cost is reasonable and in accordance with industry standards.

 

This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute the attached Change Order No. 2 with Contractor to increase the contract price by $493,896.61, from $10,982,236.00 for a total project cost of $11,476,132.61.

 

 

Fiscal Impact:

Funding for this project requires amending the approved FY 2025 Capital Improvement Plan as detailed in Exhibit 1, subject to the approval of this resolution.

 

Department of Public Utilities staff will manage this project.  No additional staff are needed as a result of this project.
