Explanation:
The City of Hollywood is designated as an entitlement jurisdiction by the U.S. Department of Housing and Urban Development (“HUD”), making it eligible to receive annual allocations of federal funding through the Community Development Block Grant (“CDBG”) and the HOME Investment Partnerships Program (“HOME”).
HUD requires all entitlement communities to submit a Five-Year Consolidated Plan and an Annual Action Plan that outline housing and community development priorities and detail how the federal funds will be used each program year. On July 3, 2024, the City Commission adopted Resolution No. R-2024-251 approving the Five-Year Consolidated Plan for Federal Program Years 2024/2025 through 2028/2029. The subject resolution pertains to Year 2 of that Plan.
The Community Development Advisory Board (“CDAB”), through its public participation process and in consultation with staff, has developed the Annual Action Plan for Federal Program Year 2025/2026. The Plan reflects community needs and priorities, based on citizen input, HUD requirements, and data analysis, and identifies proposed activities and funding allocations for the use of CDBG and HOME funds. A joint public hearing was held by the CDAB and the Affordable Housing Advisory Committee on December 11, 2024, followed by a formal review and recommendation for approval on May 7, 2025. An additional public hearing was conducted on June 11, 2025, to solicit final public comments.
For FY 2025/2026, the City anticipates the following funding:
• CDBG Entitlement: $1,249,460.00
• CDBG Program Income: $108,478.02
• HOME Entitlement: $539,022.46
• HOME Program Income: $593,463.05
Total anticipated funds: $2,490,423.53

o Public Services: $175,000.00

o Tenant-Based Rental Assistance: $938,383.59
o Program Administration: $113,248.55

Funding for the Annual Action Plan for Federal Program Year 2025/2026 has been provided by the U.S. Department of Housing and Urban Development through the CDBG and HOME Programs.
