Explanation:

 

Background

On July 5, 2023, the City Commission approved the rezoning of the subject property from Low Intensity Industrial and Manufacturing (IM-1) to Planned Development District (PD), establishing a framework for the area’s transformation into a mixed-use redevelopment.

 

Current Request

On September 9, 2025, the Planning and Development Board (“Board”) heard the applicant’s request for a Design and Site Plan approval within the Oakwood Planned Development zoning district.

 

The proposed development includes an 8-story, 233,738 square-foot, multi-family residential building that includes 280 units and 341 parking spaces. Additional project details are available in the attached Planning and Development Board Staff Report (labeled PDB Staff Report).

 

Staff provided the Board with several conditions of approval. One condition was satisfied prior to Board consideration, and the other condition required the applicant to work with Planning and Engineering staff to make improvements to the site regarding vehicle maneuverability, and waste collection prior to the item being considered by the City Commission. 

 

The applicant has since addressed the condition and has satisfied both Planning and Engineering staff’s requirements. Accordingly, those conditions addressed have been removed for City Commission consideration. The remaining conditions are outlined below:

 

1.                     The applicant work with City staff to establish and meet the requirements for public art as part of the proposed development.

2.                     Pursuant to Section 4.15(E) of the City’s Zoning and Land Development Regulations, the City shall be allowed access on privately owned roads, easements and common open space to ensure police and fire protection of the area, to meet emergency needs, to conduct City services and to generally insure the health, safety and welfare of the residents of the Planned Development.

3.                     Oakwood Plaza will be maintained up to the minimum standards, included within a declaration of covenants restrictions and easements as administered by the Master Developer.

4.                     Master Developer approval is required to be submitted prior to the submittal of the building permit submittal.

5.                     Any permit, building or similar, submitted by a third-party applicant requires approval in writing by the PD Master Developer prior to submittal to the City of Hollywood.

 

 

Fiscal Impact:

Approval of this Resolution will not fiscally impact the City as this is a proposal for a Site Plan request.
