Explanation:
The Department of Public Works oversees landscape maintenance and beautification which is a high priority for the City, and the Department of Public Works requires plants, shrubs, and sod replacement to continue to beautify all municipal parks, medians, rights-of-way, and facilities.
On September 23, 2021, the City posted Bid Number F-4694-21-PB for Citywide plant supply and installation services which resulted in responses from five vendors, and with an initial term of three years with two one-year renewals. The City of Hollywood subsequently entered into agreements with Nice & Smooth Landscape, Corp., A Perfect Edge, Inc., and J. Gomez & Sons, Corp. d/b/a Top Choice for these services.
On October 17, 2022, Nice & Smooth Landscape, Corp. was notified via certified and US mail, that the City of Hollywood has experienced service failures within landscape maintenance zones 1,4,5,6, and 7 under the Citywide Comprehensive Landscape Maintenance Contract F-4679-21-PB (Section XV Inspections and Approval of Work performed). The Department of Public Works recommended the indefinite suspension of the Citywide Plant Supply and Installation Services Contract (Resolution 2022-025; Bid F-4694-21-PB) from Nice & Smooth's Landscape, Corp. to assist them in focusing on their respective landscape maintenance service zones, provide quality service, reduction of complaints, and bring them back into compliance.
The Director of Public Works and the Director of the Office of Procurement and Contract Compliance recommend that the City Commission authorize the appropriate City officials to issue Blanket Purchase Agreements with A Perfect Edge, Inc., and J. Gomez & Sons Corp. d/b/a Top Choice for Citywide plant supply and installation services for an estimated aggregate amount of $1,050,000.00.
Fiscal Impact:
A portion of the funding for this service was included in the amended FY 2023 Capital Improvement Plan and is available in account numbers 117.500303.51900.546311.001451.000.000 and 334.509901.54100.563010.001119.000.000. Additional funding will be requested in subsequent fiscal years’ Capital Improvement Plan, subject to approval and adoption by the City Commission.
