Explanation:
The Department of Public Utilities operates and maintains the City’s wastewater collection system, which includes sewer pipes, manholes, and pump stations throughout the City.
Over time, rainwater and groundwater can enter the sewer system through cracks in pipes, damaged manholes, or other openings. This is known as infiltration and inflow (“I&I”). Excess water entering the system can increase treatment costs, reduce system efficiency, and raise the risk of sewer overflows during heavy rain events.
The Florida Department of Environmental Protection issued Consent Order OGC Case No. 21-0392, requiring the City to evaluate and improve the performance of its wastewater collection system. To meet these requirements and more effectively identify where stormwater may be entering the system, the Department needs specialized services for smoke testing and manhole inspections.
Smoke testing uses harmless smoke introduced into sewer pipes to identify where outside water may be entering the system. If smoke escapes through cracks, drains, or other openings, it helps staff locate potential problem areas. Manhole inspections are also conducted to assess the condition of the sewer infrastructure and identify needed repairs.
The Department recommends using a competitively awarded contract from Seminole County through a procurement method known as piggybacking. This approach allows the City to use an existing government contract rather than conduct a separate solicitation, saving time and administrative effort while maintaining competitive pricing.
Seminole County competitively awarded Contract No. IFB-604974-25/LAS to USSI, LLC, a firm specializing in sewer system inspection and infiltration and inflow investigation services. The contractor has agreed to extend the same pricing, terms, and conditions to the City of Hollywood.
The Department anticipates using these services over a two-year period to identify areas within the wastewater collection system that may require improvements or repairs.
Section 38.41(C)(5) of the Procurement Code allows the Chief Procurement Officer to procure, without formal solicitation procedures, all goods, supplies, materials, equipment, and services that are the subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a nonprofit corporation whose members are governmental entities, public officers, or any combination thereof (“piggyback”), provided that the goods, supplies, materials, equipment, or services are the subject of a price schedule negotiated by the entities listed above and that the schedule is based strictly on competitive bids, quotations, or competitive proposals and not on any preference, and that such utilization of other governmental entities’ contracts shall be permitted only during the term of the other governmental entity’s contract.
This agenda item seeks the City Commission’s authorization and approval to execute an agreement with USSI, LLC, for a two-year period, in an amount not to exceed $750,000.00.

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and is available in account number 442.409901.53600.563010.000712.000.000.
Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
