Explanation:
The Broward County Office of Communications Technology is responsible for managing a multi-agency law enforcement records management system (LE-RMS) which is designed to provide all regional partners, including the City of Hollywood, with the ability to share information related to criminal activity in the region through a comprehensive system.
The Regional LE-RMS increases the knowledge base and interoperability of the county’s multiple law enforcement agencies.
Available with this Regional LE-RMS Program is an electronic field reporting tool, records management, and a property management tool.
The Program’s record management capabilities include management of incidents, arrests, field contracts, citations, and crashes; documentation of training information; asset management; quartermaster; internal affairs; suspect tracking; felony registration; case management; and Uniform Crime Reports management.
Additional benefits to Broward County hosting the OSSI platform is that all data will be stored on the Broward County Office of Communications Technology servers thereby reducing the City’s cost of maintaining servers and eliminating the cost of increasing server capacity.
The Regional LE-RMS offers regional partners a significant cost savings over a single agency RMS.
SunGard’s OSSI Records Management System (OSSI RMS) is the chosen product for this program due to its extensive data sharing capabilities and multi-jurisdictional functionality.
On May 20, 2009, via Resolution No. R-2009-121, the City Commission authorized the execution of a Software License and Services Agreement and a Software Maintenance Agreement with SunGard Public Sector, Inc.
The Software Maintenance Agreement was approved for a four (4) year term.
The Software Maintenance Agreement is automatically renewed for consecutive years, on a year-to-year basis, unless either party notifies the other in writing of its intent not to extend the Agreement at least six (6) months prior to the expiration of the then current year, subject to an annual appropriation by the City Commission.
SunGard Public Sector, Inc. performed services in 2014 for which payment must be authorized.
The Police Department and the Department of Information Technology wish to extend the Agreement for a new four (4) year term.
Pursuant to Section 38.48(C)(1) of the Purchasing Code, when a contract entered into by the city pursuant to City Commission approval provides for one or more renewals by affirmative action of the city and the estimated annual cost of a renewal exceeds $50,000, only the City Commission is authorized to approve such renewals.
The City of Hollywood, a participating agency, is required to pay recurring annual maintenance and support to SunGard Public Sector for the continued usage of the Regional LE-RMS.
Funding for the maintenance in budgeted in the maintenance account 57.1347.00000.590.004633.
