Explanation:
The City of Hollywood has long partnered with Broward County on water conservation and water quality preservation initiatives. This resolution proposes renewing one of these long-standing partnership programs, the Broward County Water Conservation Incentive Program, also known as the Broward Water Partnership “Conservation Pays” Program.
The Broward Resources Task Force identified water conservation incentive programs as the most cost-effective means of meeting projected regional water demand. Following these findings, Broward County established the Conservation Pays Program in 2011 to provide unified water conservation messaging, information, and services throughout the County. Hollywood was a partner in that initial program via an Interlocal Agreement (“ILA”) from 2011 to 2016 (R-2011-101) and continued under additional ILAs enacted in 2016 (R-2016-243) and 2021 (R-2021-259). The current ILA will expire on September 30, 2026.
The Conservation Pays program provides professional conservation marketing, branding, and outreach. Additionally, the program helps residents and businesses save water by offering rebates when they replace old, inefficient plumbing fixtures (such as toilets) with new, water-saving ones. Supporting long‑term water conservation across Broward County helps ensure we have enough water in the future.
The Department of Public Utilities recommends that the City Commission approve and authorize the appropriate City Officials to execute the attached ILA to provide cost-share support for the Water Conservation Incentives Program, the Broward Water Partnership “Conservation Pays” Program, within the Water Utility Service Area, as more specifically set forth in the ILA and Exhibit “A” (Scope of Services).
The overall cost-sharing support cost for the Broward Water Partnership “Conservation Pays” Program is in the estimated amount of $124,657.75 over a five-year period as more specifically set forth in the attached Exhibit “B” (Payment Schedule).
Fiscal Impact:
A portion of the funding for this project will be available in the FY 2027 Operating Budget in account number 442.400101.53600.531170.000000.000.000 and will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission
