Explanation:

On April 20, 2016, the Hollywood City Commission approved R-2016-102 which authorized the execution of an Interlocal Agreement with Broward County for financial assistance for three Community Bus Service Routes utilizing the Trolley. R-2016-103 was also approved to enter into an Interlocal Agreement with the Hollywood Community Redevelopment Agency (CRA) to provide the Trolley service through their contract with Maruti Fleet & Management, Inc. The Broward County Transit Agreement was amended in May 2018 to reduce the routes for which the City receives grant funding from three to one due to a decline in ridership. The City receives approximately $4,300.00 a month from this grant. These funds are then transferred to the CRA to offset the cost of Trolley service.

 

As ridership continued to decline, the City sought alternative transit options by soliciting proposals for a circulator service. As a result of the procurement, The Free Ride was selected to provide a circulator with on-demand service. With the implementation of the more flexible circulator service, the existing trolley service is no longer needed and the service, provided by the CRA through a contract with Maruti Fleet & Management Inc., is being discontinued as of June 30, 2019.

 

Since the Trolley service is being discontinued, it is necessary to terminate the Interlocal Agreement with Broward County for Community Bus Services. Accordingly, on March 7, 2019, the Chief Civic Affairs Officer sent a letter to the Broward County Transit Division requesting mutual termination of the Interlocal Agreement. The City/CRA ILA is also being proposed for termination as the service will no longer be provided.

 

The Transit Division has indicated that the new circulator service may be eligible for grant funding after October 2019. Staff will monitor this opportunity for funding.

 

The attached Resolution seeks authorization to terminate the Interlocal Agreement between City and CRA for Trolley service.
