Explanation:
State Road A1A (“A1A”) is situated on a barrier island that separates the Atlantic Ocean from the Intracoastal Waterway and is owned and operated by Florida Department of Transportation (“FDOT”). Designated segments of A1A serve as a hurricane evacuation route, which makes surface water ponding a risk to motorists during emergency evacuations. Due to higher tide elevation, daylight flooding is a common occurrence that poses risks to vehicles and pedestrians alike.
In general, the existing roadway elevations along A1A range from 1 to 3 feet in elevation with significant segments of the corridor below 3 feet, which is lower than the highest elevations of adjacent streets. As a result, flooding occurs at the intersection of A1A and adjacent streets. Furthermore, the drainage system of A1A and the adjacent streets are inter-connected and due to higher tide elevations than at the time of design, the drainage system does not function properly resulting in severe flooding of the adjacent side streets and unsafe driving conditions. The flooding levels are increasing yearly and the situation is expected to continue to worsen with sea level rise.
The City approached FDOT to explore solutions to this ongoing challenge. As a result, a working group consisting of Broward County, FDOT, the Hollywood Community Redevelopment Agency Beach District (“CRA”), and the Department of Public Utilities was formed and tasked to explore options to address this issue.
Subsequently, FDOT engaged the services of a consultant to perform a series of hydraulic studies to determine the cause of the chronic flooding conditions along and adjacent to A1A between Hallandale Beach Boulevard to just North of Dania Beach Boulevard. The corresponding hydraulic study examined the existing conditions and engendered a series of reports that provided alternatives to mitigate the chronic flooding conditions along A1A.
One of the main recommendations of the study conducted by FDOT is to install four new stormwater pump stations along A1A. These pump stations would be located along A1A at the approximate intersections of Bouganvilla Terrace, and Franklin, Sherman, and Van Buren Streets and will serve jurisdictions of multiple entities including Broward County, CRA, FDOT and the City of Hollywood. FDOT is proposing to share the cost of design and construction with each participating entity based on the storm water contributing area.
On November 6, 2020, FDOT programmed funding for four pump stations within the City of Hollywood. On June 2, 2021 the City issued a letter of commitment to FDOT to support and fund the design and construction of storm water pump stations located on A1A near Franklin Street (FDOT Project Number 448576-1). On July 7, 2021, the CRA Board approved funding participation with FDOT in an amount not to exceed $3.14 million for the design and construction of the other three pump stations (Project Numbers 448574.1 and 448577.1) located within the CRA District.
To proceed with the design, FDOT has requested a Local Funding Agreement (“LFA”) be signed with the City of Hollywood to fund the design and construction of the four pump stations. The total estimated cost of design for all four of the pump stations is $770,468.00, of which $191,705.00 is for the pump station located near Franklin Street and $578,763.00 is for the other three pump stations within the CRA Beach District.
Since FDOT cannot enter into an agreement with the CRA, the CRA will reimburse the Department of Public Utilities for the cost of design and construction by entering into an Interlocal Agreement with the City to be presented to the CRA Board. A formal agreement for construction and maintenance of the pump stations will be developed and be presented to the Commission for approval at a later date.
The attached Resolution seeks the City Commission’s authorization to execute the attached Local Funding Agreements with FDOT to fund the design of four stormwater pump stations located on A1A near Franklin Street, Sheridan Street, Van Buren Street and Bouganvilla Terrace in the amount of $770,468.00 and an Interlocal Agreement with the Hollywood Community Redevelopment Agency for reimbursement to the Department of Public Utilities for the cost of funding the design of the three stormwater pump stations located within the CRA Beach District in an estimated amount of $578,763.00.
Department of Public Utilities staff will manage this project. No additional staff are needed as a result of this project.
Fiscal Impact
Funding for the City’s portion of the design costs was included in the amended FY2022 Capital Improvement Plan and is available in account number 443.419901.53800.563010.001489.000.000.
The City of Hollywood’s contribution for the construction of the project will be included in future Capital Improvement Program to be approved by the City Commission.
