Explanation:
On July 28, 2024, Department of Public Utilities (“Department”) staff determined that one of the two water mains for the new Town Hollywood Development was incorrectly connected to Dania Beach’s 16-inch raw water line along Stirling Road instead of to the City’s potable water line. Department staff conducted an emergency disconnection of the Town Hollywood line from the Dania Beach raw water line with a temporary connection to one of the Department’s 8-inch potable water mains.
The Department simultaneously initiated an emergency project to install approximately 350 linear feet of 12-inch water main in the Florida Department of Transportation’s (“FDOT”) right-of-way along Stirling Road from 2500 Stirling Road to the new, partially-occupied, Town of Hollywood community to provide this area sufficient potable water supply as was originally intended and designed.
Southeastern Engineering Contractors, Inc. (“Southeastern”) has an active contract with the City for On-call and Emergency Water and Sewer Utility Repair Services, and also assisted the City in locating the 12-inch water main and Dania Beach’s raw water main along Stirling Road. Considering Southeastern’s familiarity with the project site, the Department recommended awarding construction services for this emergency project to Southeastern in an amount up to $250,000.00 based on the unit prices approved for the Emergency Water and Sewer Utility Repair Services contract.
The Department recommended that Gibbs Land Surveyors (“Gibbs”) provide the necessary survey services based on their past excellent delivery record. Department staff further recommended that Gannett Fleming, Inc. (“GF”), a consultant currently providing infrastructure services under a pre-existing continuing services agreement with the City, provide design services for this project based on their work on several similar utility projects in FDOT right-of-way locations.
Section 38.41(C) of the City’s Procurement Code exempts from competitive bid and competitive proposals emergency purchases that receive prior administrative approval except for the most urgent situations presenting a clear and present substantial threat to life or property where immediate action is required. On August 21, 2024, pursuant to Section 38.41(C)(1) of the Procurement Code, the City Manager approved and authorized the issuance of Purchase Orders (“POs”) to Southeastern, in an amount up to $250,000.00, to Gibbs in an amount up to $20,000.00, and to GF in an amount up to $30,000.00.
This agenda item seeks City Commission approval to ratify the City Manager’s approval of the aforementioned POs to Southeastern in an amount up to $250,000.00, Gibbs in an amount up to $20,000.00, and GF in an amount up to $30,000.00, to complete the emergency 12-inch water main extension along Stirling Road to the Town Hollywood community.
This project is expected to be completed by December 2024.
Fiscal Impact:
Funding for this purchase order requires amending the approved FY 2025 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution
Department of Public Utilities staff will manage this project. No additional staff are needed as a result of this project.
