Explanation:

On August 26, 2020, the City Commission passed and adopted Resolution No. R-2020-194, approving an amendment to the One Year Action Plan for Fiscal Year 2019-2020 allocating CDBG-CV funding to Emergency Assistance.

 

CDBG-CV eligible Hollywood residents, including Hollywood residents at-risk of homelessness and homeless persons, continue to seek assistance in the identification of any available funding sources that provide re-housing, rent, mortgage and utility assistance.

 

Community Development staff wishes to provide Hope South Florida, Inc. with a $31,409.06 CDBG-CV allocation to provide direct Emergency Residential Services and to aid eligible applicants in applying to receive available assistance from private or public sources that assist in re-housing, rent, mortgage and utility assistance in emergency situations.

 

Hope South Florida, Inc. has shown the prerequisite staffing infrastructure and experience to use CDBG-CV funds to provide Emergency Residential Services, and has operated successful residential assistance programs since 2010 including but not limited to Emergency Residential Assistance, Eviction Prevention, Tenant-Based Rental Assistance, and Rapid Re-Housing.

 

In accordance with Section 38.41(C)(9) of the City’s Procurement Code, which provides for an exemption from competitive bidding and competitive proposals when the City Commission declares by a 5/7ths vote that competitive bidding and competitive proposals are not in the best interest of the City, Community Development wishes to enter into an agreement with Hope South Florida, Inc. under the Best Interest designation.

 

Fiscal Impact:

Funding for this agreement is available in the FY 2022 Operating Budget in account number 115.160101.55400.583212.001217.000.000.
