Explanation:

The Department of Public Utilities (“DPU”) needs to purchase three Vertical Coupled Solids Handling Pumps for the effluent filter feed pumping station.  The pumping station provides pre-treated effluent water to be filtered through sand filters and subsequently reused internally through multiple treatment process areas at the Southern Regional Wastewater Treatment Plant (“SRWWTP”). These pumps are the main link in the production of reused water. After exiting the sand filters, this water is handled by the on-site reuse Pump Station (Non-Potable Pump Station). The non-potable water is for internal use only throughout the SRWWTP for seal water systems, cleaning, chlorine gas dosing, the belt presses, pumps and clarifiers. Each component is important within SRWWTP for the Protection of Public Health and Safety. This pumping system and the required pumps are integral to almost every process within the SRWWTP, providing continued compliance with Florida Department of Environmental Protection regulations and helping to maintain the health and safety of the public.

 

These pumps will be procured through Fairbanks Nijhuis Pumps (formally Fairbanks Morse), dba Barney’s Pumps, Inc. (“Barney’s”), which is the sole distributor serving the municipal market in South Florida.  A notice to Sole Source Number NTSS-217-24 was posted electronically on OpenGov from June 25, 2024, through July 9, 2024, and received no inquiries.

 

The DPU Director and the Chief Procurement Officer recommend that the City Commission approve and authorize the issuance of a Purchase Order to Barney’s for the purchase of three vertical pumps in an amount up to $372,954.00.

 

 

Fiscal Impact:

Funding for the Purchase Order will be made available in the FY 2025 Operating Budget in account number 442.400601.53600.552240.000000.000.000, subject to approval and adoption by the City Commission.
