Explanation:
The Hollywood Fire Rescue and Beach Safety Department needs to purchase Lucas Devices (CPR Machines) and LIFEPAK 15 units (EKG/Defibrillators).
Lucas Devices are an easy-to-use mechanical chest compression device that assists lifesaving teams around the world, delivering high quality and guidelines-consistent chest compressions to sudden cardiac arrest patients. There are several mechanical chest compressors on the market; however, the Lucas Device is the best fit and meets the needs for the Department. The Department has been using this device since 2016. The necessary training has been instituted in the Department and Department personnel have become proficient with excellent results. This device is also compatible with the Life-Pak 15 units and allows the compression data to be recorded and reviewed for enhanced quality assurance. This device is part of the City’s cardiac resuscitation plan of action which includes EMS Protocols, the Life-Pak 15, and the CODESTAT cardiac arrest review software.
The LIFEPAK 15 performs an electrocardiogram and monitors the electrical activity of the heart and is also a defibrillator for acute cardiac care response. It is designed for both basic and advanced life support. These LIFE PAK 15 units will be placed on the fire engines, and with this equipment, personnel on the fire engines will be able to deliver advanced life support care.
The Department’s experience with the LIFEPAK 15 has exceeded expectations throughout the years. The LIFEPAK 15 has been the benchmark for pre-hospital care and the hospital setting. Most paramedics have received their training using this device. In addition, customer service from Stryker has also exceeded expectations. Operationally, the LIFEPAK 15 is the best fit to meet the demands for the Department and using these devices will avoid having to train Department personnel on a new device that would take months to complete, and will allow personnel to work with a device that they are very familiar with and comfortable operating.
After evaluation, it is in the best interest of the City of Hollywood Fire Rescue & Beach Safety Department to purchase the Lucas Devices and LIFEPAK 15 units manufactured by Stryker.

Funding for the Purchase Orders is available in the Fiscal Year 2023 Operating budget in account numbers 335.219901.52200.564530.001607.000.000, 111.219802,52200.564530.001614.000.000, 334.219901.52200.564530.001614.000.000, and 334.219901.52200.564530.000104.000.000.
