Explanation:
The City of Hollywood Community Redevelopment Agency (”CRA”) desires to enter into Continuing Services Agreements with multiple firms to provide various professional engineering services that may be required to implement future projects in the Beach District and Downtown District.
Services to be accomplished under these agreements will include various future unidentified projects in which the estimated individual construction cost does not exceed $4,000,000.00 or for a study activity in which the fee for each individual study does not exceed $500,000.00.
Consulting services will be requested on an “as needed - when needed” basis and the initial term of the continuing contracts will be three years with two additional one-year terms based on satisfactory performance and mutual agreement.
On April 6, 2023, Request for Qualification (“RFQ”) Number RFQ-073-23-GJ was electronically advertised on OpenGov to solicit the desired firms to provide various engineering services disciplines through continuing services contracts. The engineering disciplines solicited in the RFQ were Coastal Marine Engineering and Traffic Engineering and Transportation Planning. The RFQ resulted in Statement of Qualification (“SOQ”) from the ten firms by the response due date, on May 9, 2023.
On June 15, 2023, the Selection Committee consisting of staff from the following departments and Agency: Design and Construction Management, Development Services and Community Redevelopment Agency met to evaluate the SOQs based on the evaluation criteria: Firm Qualifications and Experience, Organizational Profile and Project Team Qualifications, Approach to Scope of Work, Knowledge of Site and Local Conditions, Past Performance and References, Financial Resources, and Location of Firm’s Office. Upon review of the Statements of Qualifications, the Selection Committee determined that oral interviews were not necessary.
Based on the Evaluation Criteria, the Selection Committee ranked, and qualified firms as described below, with the highest average score dictating the highest ranked for each of the engineering disciplines
A. Coastal Marine Engineering (three firms qualified out of five submissions for this discipline)

B. Traffic Engineering and Transportation Planning (four firms qualified out of six submissions for this discipline)

3. EXP U.S. Services Inc. 88 Points
4. Moffatt & Nichol, Inc. 86 Points
The Request for Qualifications called for a minimum of the top three ranked firms to be selected to provide consulting services on as needed basis. It is the desire of the CRA to work with all qualified highest ranked firms, as they provide a wide range of services.
Fiscal Impact:
There is no immediate fiscal impact associated with this item. Expenses will incur when firms are selected for relevant projects.
