Explanation:

The Department of Public Works, the Department of Public Utilities, and the Department of Development Services (Engineering) are responsible for properly maintaining and repairing City facilities, buildings, garages, roadways, City infrastructure, and streets.

 

The City has over 85 buildings, structures and underground water/sewer lines that are aging and require ongoing repair and maintenance.  The City is also responsible for maintaining over 400 miles of roadways and streets which are heavily traveled by residents, commuters and tourists that require constant repair and maintenance. The continued need for repairs and maintenance for City facilities, roadways, streets, and infrastructure is ongoing.

 

The City, through its Procurement Division, published an Invitation For Bids, IFB-116-23-OT for Repairs and Maintenance for City facilities, roadways and streets which was advertised on OpenGov.com on August 22, 2023, and received three bids from the following:

 

                     Basile USA LLC.                                                                                                         

                     Janice M. Riley, Inc. d/b/a The Paving Lady

                     The Stout Group, LLC.

 

The Public Works Department and Office of Procurement and Contract Compliance staff thoroughly evaluated the submitted bids in accordance with Section 38.43(F) of the City’s Procurement Code, and Basile USA LLC., Janice M.  Riley, Inc. d/b/a The Paving Lady and The Stout Group, LLC. were all determined to be responsive and responsible bidders for this project and the negotiated fees were determined to be fair and reasonable in accordance with industry standards. 

The Director of Public Works, the Director of Public Utilities, and the Deputy Director of Development Services recommend that the City Commission approve and authorize the appropriate City officials to execute multiple blanket purchase agreements with the three qualified firms, Basile USA LLC., Janice M. Riley, Inc. d/b/a The Paving Lady, and The Stout Group, LLC. to provide repairs and maintenance for City facilities, roadways, and streets for an initial term of three years, with two one-year options to renew subject to vendor acceptance, satisfactory performance and the determination that renewal will be in the best interest of the City, for an estimated annual amount up to $3,500,000.00. 

 

 

Fiscal Impact:
