Explanation:
The Southern Regional Wastewater Treatment Plant (SRWWTP) is a 55.5 million gallon per day wastewater treatment facility that uses multiple treatment processes to treat wastewater and produces high quality effluent. After the influent receives preliminary treatment, the influent pump station pumps the influent to the biological treatment area where the wastewater receives multiple treatment processes.
The Influent Pump Station consists of five centrifugal pumps that are served by five variable frequency drives (“VFDs”), which constantly adjust pump speed to meet the instantaneous diurnal flow entering SRWWTP and to prevent overflows in the sewer collection system.
The existing five VFDS were installed in 1999 and have reached the end of their useful life and require extensive maintenance. The original VFDs were manufactured by Robicon Corporation which was acquired by Siemens Industry, Inc. in 2005. Due to the acquisition of Robicon Corporation and advances in VFD technology in the last two decades, the essential parts for the existing VFDs are unavailable. Consequently, the Department of Public Utilities staff has determined that the most cost effective and efficient approach is to retrofit the existing VFDs with the new generation SINAMICS W Series equipment manufactured by Siemens Industry, Inc.
On January 15, 2021, the Department of Public Utilities received a quote from Siemens Industry, Inc. in the amount of $499,212.94. This cost includes the cost to retrofit four (4) SINAMICS 800 horse power (HP) and one (1) SINAMICS 400 HP drives in the amount of $478,585.00; spare parts in the amount of $16,715.94; and two days of informal training on the new equipment in the amount of $3,912.00.
On April 19, 2021, the Division of Procurement Services posted a Notice to Sole Source Number NTSS-023-21 for the retrofit of the existing VFD with the new generation SINAMICS W Series equipment manufactured by Siemens (Robicon 454GT Product Line). The Division of Procurement Services did not receive any inquiries or comments on the Notice to Sole Source Number NTSS-023-21.
The Department of Public Utilities wants to acquire these services under Section 38.41(C)(2) of the City’s Procurement Code that exempts sole-source goods, supplies, materials, equipment and services, such as unique, patented, or franchised goods, supplies, materials, equipment or services, from the competitive bid requirements if the Chief Procurement Officer determines after conducting a good faith review of available sources, that the particular supply or service is available from one source.
The Director of Public Utilities and the Assistant Director of Financial Services for Procurement recommend that the City Commission approve and authorize the issuance of a Blanket Purchase Agreement (BPA) along with the amendment to the BPA terms and conditions to Siemens Industry, Inc. for the retrofit of five VFDs at the Influent Pump Station in a lump sum amount of $499,212.94. If the City Commission approves the BPA, the project is expected to be completed within 20 weeks of the date of issuance of the BPA.
Should this BPA not be approved by the City Commission, staff will continue to make the necessary repairs and continue operations as necessary. There is a high likelihood of failure of the current VFDs due to their age and condition. Should the VFDs fail, the City will need to issue an emergency purchase order to repair the equipment, significantly increasing the SRWWTP ability to pump the influent flows.
Fiscal Impact:
Funding for this project was included in the amended FY 2021 Capital Improvement Plan, and is available in account number 442.409903.53600.531210.001367.000.000.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
