Explanation:
The Public Utilities Department has the responsibility for planning, regulating, designing, constructing, operating and maintaining a stormwater system, comprised of catch basins, drainage pipes, exfiltration trenches, outfalls, retaining ponds and stormwater pump stations within the City’s corporate limits. An updated Stormwater Master Plan is required to most effectively fulfill the City’s responsibilities, comply with regulatory program at various levels (federal, state, county and local), provide a high level of service to residents and customers, fulfill contractual obligations to large users, accommodate growth and economic development, and protect public health, safety and the environment.
The Stormwater Master Plan was developed in 2011 and needs to be re-developed to address the concerns of sea level rise (“SLR”) and storm surge (“SS”). The scope of services for the new Stormwater Master Plan includes the following tasks:
• Data collection
• Develop of a hydraulic/hydrological stormwater model of the entire City, with GIS coordination with the latest high density topographic LiDAR data provided by Broward County and recent drainage projects.
• Incorporate Sea Level Rise (SLR) and storm surge (SS) scenarios in developing the comprehensive Stormwater Master Plan. Develop solutions and make recommendations to prevent tidal flooding.
• Perform condition assessment of the existing stormwater system
• Identify basins/neighborhoods, existing stormwater management facilities, flooding conditions, and propose preliminary conceptual drainage improvement projects.
• Develop a Preliminary Design Report
• Generate preliminary cost estimates
• Prepare project schedule for each phase
• Develop a comprehensive ten (10) capital improvements program
• Develop storm water rates
• Provide grant assistance
• Obtain regulatory approval of the Stormwater Master Plan with the conceptual plans for the different basins and neighborhoods, including new and upgrades of stormwater pump station facilities, with Broward County, for future detailed projects.
• Provide assistance during the bid, including bid evaluation and reference checks
• Provide construction administration and engineering services assistance during construction
The Department of Public Utilities desires to retain a professional engineering firm to provide engineering services to update the Stormwater Master Plan.
On March 16, 2020, the Department of Public Utilities advertised for statement of qualifications for the Stormwater Master Plan project in accordance with the procedures set forth in Section 287.055, Florida Statutes entitled “Consultants’ Competitive Negotiation Act” (“CCNA”), and the City’s Procurement Code.
On June 4, 2020, the Office of the City Clerk and the Department received statement of qualification packages from the following six (6) professional engineering firms:
1. CDM Smith, Inc.
2. Hazen and Sawyer
3. Chen Moore and Associates
4. Baxter & Woodman
5. Geosyntec
6. The Betajones Group
The Department assembled a selection committee comprised of City of Hollywood staff: Clece Aurelus, Shiv Newaldass, Vivek Galav, and Raul Wainer.
On July 22, 2020, members of the selection committee met for the first time to evaluate the statement of qualifications packages and short-listed three (3) firms: CDM Smith, Inc., Chen Moore and Associates, and Hazen and Sawyer for oral interviews.
On August 19, 2020, members of the selection committee conducted oral interviews from the three (3) short-listed firms. The selection committee completed the evaluation process and ranked the firms based upon the stipulated guidelines/criteria in the statement of qualifications package as follows:

The Department of Public Utilities recommends that the City Commission rank the firms and authorize the appropriate City officials to negotiate a professional engineering consultants services agreement with the highest ranked firm, CDM Smith Inc., to provide professional engineering services to update Stormwater Master Plan.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
Fiscal Impact
Approval of this resolution will not fiscally impact the City. The negotiated agreement will be brought back to Commission for approval at which time the fiscal impact will be determined.
