Explanation:
The Department of Fire Rescue and Beach Safety desires to purchase a 2015 Pierce 105' velocity aerial ladder apparatus.
Significant time and resources have been invested by Fire Department staff into reviewing the purchase of a new Aerial Ladder Apparatus.
Staff reviewed several different makes and models of Aerial Ladder Apparatus.
The 2015 Pierce 105' Velocity Aerial Ladder was determined to meet the needs of the Fire Rescue Department in order to provide fire suppression support and mitigation for standardization and compatibility.
This Aerial Apparatus will replace a 1994 Aerial with an excess of one hundred thousand (100,000) road miles that is currently being used as a frontline fire suppression apparatus.
By acquiring the 2015 Pierce 105' Velocity Aerial Ladder it will allow the Fire Rescue Department to reduce the repair costs and mechanical downtime associated with having a new Aerial Ladder Apparatus in service.
The Florida Sheriffs Association awarded Bid Number 15-11-0116, titled Fire Rescue/EMS to Pierce Manufacturing, Inc. who was the lowest responsible bidder for the specific category.
Pierce Manufacturing, Inc. has agreed to provide the requested 2015 Pierce 105' Velocity Aerial Ladder to the City, as listed in the Florida Sheriffs Association Bid Number 15-11-0116, under the same pricing, terms and conditions.
Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
The Fire Chief and the Director of Procurement Services recommend that the City Commission approve the issuance of the attached purchase order to Pierce Manufacturing, Inc. for the purchase of one (1) 2015 Pierce 105' Velocity Aerial Ladder in the estimated amount $903,235.00.
On December 17, 2014, the City Commission passed and adopted R-2014-374 which continued the appropriation for previously approved Capital Projects from FY14 to FY15 and included funding for the Fire Equipment Project, whereby, funds are available in Account Number: 34.2113.13343.522.006452.
On December 17, 2014 the City Commission passed and adopted R-2014-375 which amended the FY 2015 Adopted Capital Improvement Program and allocated funding for the Fire Equipment Project, whereby, funds are available in the Capital Account Numbers: 34.2100.15245.522.006452 and 34.2110.10245.522.006452.
