Explanation:

The Department of Public Utilities is responsible for maintaining and improving the City’s water, wastewater, stormwater, and reuse water systems.  To support these responsibilities, the Department often needs specialized engineering assistance.  Some of this work can be planned in advance, but additional needs frequently arise due to changing regulations, project demands, and grant-funding opportunities.

 

To effectively manage ongoing operations and pursue new funding opportunities, the Department requires access to engineering support services on an as-needed basis.  These services include:

 

                     Assisting staff to identify and prepare grant applications that support the Department’s goals and needs.

                     Providing engineering expertise to ensure the City remains in compliance with regulatory requirements and can successfully complete required permit applications.

                     Assisting Department staff with engineering tasks for water, wastewater, stormwater, and reuse water projects that are designed or managed in-house.

                     Supporting early-stage planning for future water, sewer, stormwater, and reuse system improvements, as well as other emerging areas of interest.

 

On September 6, 2023, the City Commission approved Resolution R-2023-277, which established continuing professional consulting engineering services contracts with eight firms to provide engineering support services.  Tetra Tech, Inc. (“TTH”) is one of the firms selected through that process.

 

The Department has requested that TTH provide on-call engineering support services for the tasks listed above.  TTH has submitted a proposal to perform this work for an amount up to $250,000.00.

 

This agenda item seeks the City Commission’s approval and authorization to execute an Authorization to Proceed for Work Order No. TTH 26-01 with TTH in an amount up to $250,000.00 on an as-needed basis.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and FY 2026 Operating Budget, and is available in account numbers 442.409901.53600.531300.000744.000.000, 443.419901.53800.563010.000913.000.000, and 442.400401.53600.531170.000000.000.000.

 

Department staff will manage this project.  No additional staff is needed as a result of this project.
