Explanation:

Broward County’s Animal Care and Adoption Division oversees the care and adoption of surrendered pets (cats and dogs) in Broward County.  The Division’s goal is to promote responsible pet ownership and community safety, reunite the lost, rescue the neglected, increase adoptions, and reduce the pet population by offering low-cost sterilization options to the community.

 

On December 16, 2020 the Office of the County Auditor of Broward County released an Audit of Broward County’s Animal Care and Adoption Division (Report No. 21-05).  The Audit outlined several concerns regarding the care and general oversight of this Division (Attached).  The Report concluded, “That kennel operations do not consistently adhere to best practices and laws. We conclude that programs and processes are not operating effectively. We conclude that personnel are adequately trained. Except as noted within this report, we conclude that assets, revenue, and expenses are handled and accounted for appropriately. Opportunities for Improvement are included in the report. Management’s Response is included in Appendix D”.

 

Also mentioned are, “Additional opportunities for improvement are included in our report. Our report contains a total of 135 recommendations for improvement. In addition, we assessed 87 allegations made to us by various individuals during the course of the audit, which are included in Appendix A”.

 

This City Resolution expresses the City’s support for the implementation of the guidelines and best practices by the Broward County’s Animal Care and Adoption Division with the goal of providing better care for the dogs and cats maintained at the shelter.  The City of Dania Beach has already passed a similar Resolution of support.

 

Attachments include the Audit of the Animal Care and Adoption Division by Broward County’s Office of the County Auditor and the City of Dania Beach’s Supporting Resolution.

 

 

Fiscal Impact:

Approval of this resolution will not fiscally impact the City as this is a proposal for support.
