Explanation:
On November 2, 2022, via Resolution R-2022-334, the City Commission supported the implementation of a Community Shuttle Program (“CSP”) and the establishment of three service routes. The City has elected to subcontract the operation and maintenance of the vehicles associated with the approved routes.
On August 30, 2023, via Resolution R-2023-246, the City Commission authorized the City Manager or designee to execute an Agreement with Limousines of South Florida, Inc. (“LSF”) in the amount of $979,580.00 annually to perform operations and maintenance services associated with the three previously approved routes.
On October 13, 2023, the City was notified by Broward County Transit (“BCT”) that it would fund an additional community shuttle route proposed by the City in western Hollywood. The additional route approved by BCT will cost an additional $220,580.00, increasing the amount to $1,200,160,00 annually.
Section 38.48 (2A) of the Procurement Code states that the City Manager is not authorized to approve a change order where the sum of all change orders issued under the contract exceed $100,000 or 10% of the original contract amount, whichever is less.
Following execution of an Interlocal Agreement with Broward County, The Department of Development Services recommends that the City Commission authorize the City Manager and/or appropriate City officials to execute an Agreement with LSF that includes the City's RFP, LSF's proposal and the Interlocal Agreement between the City and Broward County for an initial three-year term with an option to renew for two additional one-year periods.
Fiscal Impact:
Funding for this Agreement will be available through Surtax and is contingent on the execution of an Interlocal Agreement between the City and Broward County.
