Explanation:
The City of Hollywood, Department of Public Utilities operates a Deep Injection Well Pump Station at the Southern Regional Wastewater Treatment Plant (SRWWTP), located at 1621 North 14th Avenue, Hollywood, Florida 33022, as the primary method to dispose of the treated effluent.
 
The Deep Injection Well Pump Station is composed of three (3) pumping units, one (1) electrical and instrumentation controls center, and several mechanical components such as valves and monitoring devices.
 
On December 6, 2014, deep well pumping unit number two (2) (or Pump No. 2) failed during routine operation as the drive shaft snapped, damaging the impeller and impacting the volute of the pump.
 
Pump No. 2 must be replaced with an identical pumping unit because of the unique characteristics, design limitations, and overall layout constraints of the existing Deep Injection Pump Station.
 
In addition to the complete pumping unit, Wastewater Treatment Plant staff have identified the need to purchase and keep in the warehouse a spare pump shaft to be used in any of the three pumping units in case of an emergency.
 
Flowserve Pumps is the original manufacturer of all three deep well pumping units, and Carter & Verplanck, Inc. is the sole and exclusive representative of Flowserve Pump Division products in the Water and Wastewater Resources Market.
 
Carter and Verplanck, Inc. provided a proposal to furnish a complete replacement pump, Flowserve pump serial number S002116, Type MN, Size 16MN33, and a spare pump shaft A424 Gr 4140 CS for the deep well pump station at the SRWWTP in a combined amount of $146,817.00.  
 
Pursuant to Section 38.40 (C)(3) of the City's Purchasing Code, sole source supplies and services, such as unique, patented, or franchised supplies or services, are exempt if the Director determines, after conducting a good faith review of available sources, that the particular supply of service is available from only one source.
 
The Director of Public Utilities and the Director of Procurement Services recommend the issuance of the attached Purchase Order in an amount of $146,817.00 for the purchase of a Flowserve replacement pump, and one spare shaft.
 
On October 15, 2014, the City Commission adopted R-2014-301 which continued the appropriation for previously approved Capital Projects from FY 14 to FY 15 and included funding for Waste Water Treatment Plant Misc Repairs project.  Funds are available in account # 42.4000.85299.536.006302.
