Explanation:
The Department of Public Utilities (“Department”) operates and maintains a wastewater collection system, which includes 85 sewer lift stations. The Department needs a professional assessment of the City’s aging pump station telemetry system to ensure consistent communication with remote wastewater lift stations to ensure rapid emergency response for the prevention of sewage spills and their attendant threat to public health and safety.
On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services agreements with five firms for Water Treatment Plant and SRWWTP Projects, one of the firms being Arcadis U.S., Inc. (“ARC”).
Department staff requested a proposal from ARC for professional engineering services for the Pump Station Telemetry Assessment Project (“Telemetry Project”). ARC submitted a proposal to provide said engineering services in an amount up to $153,490.00, based on the hourly rate schedule established in the Professional Services Agreement with ARC dated October 31, 2023. Department staff reviewed the proposal submitted by ARC and determined that the scope and fees are fair, reasonable, and in accordance with industry standards.
This agenda item seeks the City Commission’s approval and authorization to execute the Authorization to Proceed for Work Order Number ARC 25-02 with ARC for professional engineering services for the Pump Station Telemetry Assessment in an amount up to $153,490.00, based upon the project scope and the fees, terms, and conditions of the current Professional Services Agreement.
It is estimated that this work will be completed 19 months after the issuance of the Authorization to Proceed.
Fiscal Impact:
Funding for this project was included in the amended FY 2025 Capital Improvement Plan, and is available in account number 442.409901.53600.531300.001806.000.000.
Department staff will manage this project. No additional staff are needed as a result of this project.
