Explanation:

The Influent Pump Station at the Southern Regional Wastewater Treatment Plant is a critical component of the City’s wastewater system.  It lifts all incoming wastewater into the treatment process, and continuous, reliable operation is necessary to maintain regulatory compliance, protect public health, and prevent service interruptions.

 

Although the facility was comprehensively upgraded in 1999, several components are now experiencing age-related deterioration, operational wear, and increasing maintenance needs.  Evaluations have identified structural, mechanical, electrical, and operational deficiencies that require both immediate attention and long-term rehabilitation.

 

Phase I focuses on immediate improvements and operational risk reduction.  This phase includes project kickoff and investigations, preparation of a Technical Memorandum, development of contract documents for temporary pumping systems, rehabilitation of the grit removal system, and construction administration services.  The purpose of Phase I is to address urgent deficiencies, restore reliability, and maintain continuous operations, particularly during peak flow and hurricane seasons.

 

Phase II consists of long-term planning and design services.  This phase includes preparation of a Basis of Design Report, detailed design for pump and structural rehabilitation, electrical and ventilation system upgrades, permitting coordination, and bidding and award support.  Phase II will modernize the facility, improve redundancy and resiliency, enhance safety, and ensure the pump station meets current and future capacity demands.

 

Phase III includes construction administration and inspection services necessary to implement the long-term improvements.  This phase provides resident project representative services, specialty inspections, startup and commissioning support, regulatory certifications, and project closeout services.  Phase III ensures that construction is completed in accordance with design documents, regulatory requirements, and State Revolving Fund (SRF) funding compliance standards, resulting in a fully operational and reliable facility.

 

On November 5, 2025, the City Commission ranked professional engineering firms and authorized negotiations with Hazen and Sawyer, P.C., as the highest-ranked firm.  Staff have reviewed the negotiated Phase I scope and fee of $839,676.00 and determined it to be fair, reasonable, and consistent with industry standards. Funding is available in the approved budget account.

 

Approval of this Resolution will allow the City to begin Phase I improvements immediately while advancing the overall multi-phase upgrade of this critical wastewater facility.  The Department of Public Utilities staff will manage this project.  No additional staff are needed as a result of this project.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and is available in account number 442.409903.53600.563013.001912.000.000.
