Explanation:

 

The City of Hollywood is currently in the final phase of the construction of the Golf Course scope of work. A change order to the QGS contract is necessary to complete the required stormwater modification for this project.

 

The Department of Design and Construction Management, Public Utilities and CDM Smith, the City’s stormwater management consultant, have been working together on the coordination of the overall City stormwater master plan and the golf course scope of work. This includes advancing certain elements of the stormwater master plan into the current scope of work to avoid disrupting the completed golf course in the future. 

 

The Hollywood Beach Golf Course project requires various elements of the city-wide stormwater master plan be advanced as shown in Exhibit A. This additional scope of work will allow for the proper conveyance of stormwater necessary to achieve the recommended projected post development stormwater management level of service for the surrounding neighborhood. Therefore, this scope of work has been included as part of the budget allocation within the stormwater master plan implementation. It is financially responsible to implement these additional stormwater improvements prior to the completion of the golf course to avoid future disruptions once the project is completed and potential increased costs.

 

 

 

DCM negotiated a scope of work and price with QGS in an amount up to $5,315,136.54, which staff has determined to be fair, reasonable and in accordance with industry standard. A $360,348.24 Owner’s Contingency has been included in QGS contract price which shall only be used as requested and approved by staff. Any remaining contingency will be returned to the City.

 

The Director of DCM recommends that the City Commission authorize the appropriate City officials to execute a change order with QGS to provide general contracting services in an amount up to $5,315,136.54.

 

The Director of the DCM recommends that the City Commission approve and authorize the change order to increase the contract term from 366 days to 636 days and for the additional scope of work.

 

 

Fiscal Impact:

Funding for this change order requires amending the approved FY 2025 Operating Budget and Capital Improvement Program as detailed in Exhibit 1, subject to approval of this resolution.
