Explanation:
The Department of Development Services, Community Development Division, requires a pool of qualified contractors to provide housing rehabilitation/repair services in conjunction with the City’s Housing Rehabilitation Program, which is funded using Home Investment Partnership (HOME), State of Florida Housing Initiatives Partnership Program (SHIP) and the Department of Housing and Urban Development Community Development Black Grant (CDBG) funds in an estimated amount up to $1,654,289.00.
On August 8, 2016, Request for Qualifications (RFQ) Number RFQ-4524-16-RL was electronically advertised via BidSync in accordance with the City’s Purchasing Ordinance, Section 38.42(A).
RFQ-4524-16-RL was opened at 3:00 p.m., on Tuesday, August 30, 2016, which resulted in responses from the following seventeen (17) proposers:

The submittal from Caliste Construction, LLC was determined to be non-responsive as it did not include the Acknowledgement and Signature Page, the Hold Harmless & Indemnity Clause Form, the Reference Questionnaires and failed to meet the minimum qualifications.
The submittal from ROI Construction, LLC was determined to be non-responsive as it failed to meet the minimum qualifications.
Evaluation of the proposals submitted for the Housing Rehabilitation Program was based upon the criteria as established in the RFQ as follows: Company Profile, Professional Competency, Relevant Work Experience and Financial Competency.
On October 12, 2016, an Evaluation Committee consisting of the Community Development Manager, Chief Building Official and City Engineer met to evaluate the fifteen (15) responsive proposals and a shortlist was created with eleven (11) contractors:

• Fundamental Engineering and Construction, Inc.
• Assured Contracting, LLC
• Building Express Co.
• Black Street Enterprises, LLC DBA BSE Construction Group
• Access Builders, Inc.
• Gentile Corp.
• James Joyce Construction Corp.
The shortlist of contractors will be utilized for repair and rehabilitation of owner occupied dwellings on behalf of households that meet specific income guidelines.
The term shall be for a period of two (2) years, and the City may renew for two (2) additional one (1) year periods.
The Director of the Development Services Department and the Contract Compliance Officer have recommended that the City Commission authorize the appropriate city officials to utilize the eleven (11) shortlisted contractors listed above to provide Housing Rehabilitation Services to participants in the City of Hollywood’s Housing Rehabilitation Program utilizing Home Investment Partnership (HOME), State of Florida Housing Initiatives Partnership Program (SHIP) and the Department of Housing and Urban Development Community Development Black Grant (CDBG) funds.
