Explanation:

It is the best interest of the CRA and the City of Hollywood to enhance security of pedestrians throughout the reconstructed streetscape of Hollywood Boulevard between North 21st Avenue and State Road 5 (Young Circle/Federal Highway/US1).   

 

The reconstructed Hollywood Boulevard included bollards along the sidewalk behind parallel parking spaces.  The CRA and City of Hollywood Police Department evaluated the existing conditions of the corridor and prepared recommendations to enhance security of identified vulnerable locations.  The recommendations increased the number of bollards along the corridor by 99.

 

The CRA desires to purchase bollards from two vendors: Landscape Forms and Barrier1 Systems.  The purchase of 49 bollards from Landscape Forms will match the existing bollards along Hollywood Boulevard. The purchase of 50 bollards from Barrier1 Systems will be crash rated with a sleeve to match the Landscape Forms bollards.

 

On July 7, 2025, the CRA Board passed and adopted Resolution No. R-DCRA-2025-28, authorizing the direct purchase of the 99 bollards by the CRA to save on sales taxes.

 

It is the best interest of the CRA to enter into an agreement with a qualified general contractor to provide Construction Management at Risk services for the project.

 

On March 1, 2023, the CRA Board passed and adopted Resolution No. R-CRA-20223-12, approving the ranking of tier-based Construction Management at Risk firms through a Continuing Services Agreement, and Llorens Contracting, Inc. was one of the highest ranked firms in tier 1 for projects up to $1,000,000.00.

 

Llorens provided Phase I Pre-Construction Services for the project, and they have reviewed the scope of work, bid out the project and prepared and submitted a GMP for the construction of the project in an amount not to exceed $399,963.00.

 

The CRA is requesting authorizing from the CRA Board to allow for the expenditure of funds for permit fees associated with the construction of the project in an estimated amount not to exceed $20,000.00.

 

The enhanced improvements for the Project will be in alignment with the design and materials utilized in the recently completed Hollywood Boulevard reconstructed streetscape.

 

 

Fiscal Impact:

Funding for these expenditures is available in the Downtown CRA capital budget, in account number 166.669902.55200.563010.001984.000.000.
