Explanation:

The Risk Management Division of the Office of Human Resources desires to provide auto, property, workers compensation, and general (including accident, cyber, employment/public officials liability, environmental/pollution and storage tank, excess liability, professional/EMT, active shooter, flood, terrorism, equipment/boiler and machinery and watercraft marine hull and vessel pollution coverage) insurances. 

 

Brokerage services are to competitively solicit quotes for these coverages from viable carriers and in the appropriate structure to maximize the protection of the City’s assets.  Brokerage services are also to include assistance with risk assessment, loss prevention, claims consulting, safety training, issuance of certificates of insurance and analytics including risk retention analysis.

 

Request for proposal number RFP-060-23-WV was issued for a period of three years with two optional one-year renewal periods with a flat rate paid by the City with premiums net of commission.

 

On March 14, 2023, notice of RFP-060-23-WV (“RFP”) was electronically advertised on OpenGov.com to solicit Insurance Broker Services in accordance with Section 38.43(A) of the Procurement Code and resulted in responses from six firms as follows:

 

                                          Alliant Insurance Services, Inc. (Miami, Florida)

                                          Aon Risk Services, Inc. (Miami, Florida)

                                          Arthur J. Gallagher Risk Management Services, LLC (Miami, Florida)

                                          McGriff Insurance Services, Inc. (Tampa, Florida)

                                          Risk Management Associates, Inc. (Daytona Beach, Florida)

                                          RSC Insurance Brokerage, Inc. (Palm Beach Gardens, Florida)

 

The evaluation of the submittals was based upon the criteria established in the RFP: profile of proposer, proposers’ qualifications, project understanding, proposed approach and methodology, services offered, and proposers’ fee schedule.

 

On May 2, 2023, each of the firms’ proposals was evaluated by a five-member evaluation committee consisting of the Director of Human Resources, Risk Management Analyst, City Engineer, Loss Control Officer, and Assistant City Manager.

 

Based on the Evaluation Criteria, the Selection Committee evaluated the six proposals, and the scores were compiled to arrive at the following rankings, with the highest score being the highest ranked:

1.                      Aon Risk Services, Inc.                                                                                                          97 Points

2.                      Risk Management Associates, Inc.                                                               95 Points

3.                      RSC Insurance Brokerage, Inc.                                                                                    91 Points

4.                      Alliant Insurance Services, Inc.                                                                                    83 Points

5.                      McGriff Insurance Services, Inc.                                                               79 Points

6.                      Arthur J. Gallagher Risk Management Services, LLC         76 Points

Based on these results, the Evaluation Committee recommends that the City Commission authorize Aon Risk Services, Inc. to be the next broker of record for the City.

 

The annual compensation cap for each year of the three-year contract and two  optional one-year renewals is $151,875.

 

Fiscal Impact:

Funding to provide brokerage services for property, auto, general liability and workers compensation insurances is available in the FY 2023 Operating Budget in account number 558.112006.51900.591910.000000.000.000.
