Explanation:

The following is a sequence of events that occurred that explains how the City of Hollywood participated in the Consolidated Regional E-911 Communications System with Broward County.

 

                     In 2002, the voters of Broward County voted for the development of a consolidated Countywide Enhanced 911(E-911) communications infrastructure. 

 

                     The Broward County Charter was amended to require the County Commission to establish a Countywide communications infrastructure for fire and emergency medical services in order to facilitate closest unit response for life-threatening emergencies and support for regional specialty teams.

 

                     In 2010, the Broward League of Cities formed a multi-jurisdictional team of public safety professionals, staff and elected officials to further analyze and make recommendations for the consolidation of 911 Public Safety communications and dispatch.

 

                     In 2011, the Public Safety Committee of the Broward League of Cities, Broward’s Fire and Police Chiefs Associations, Broward County-City Manager Association and the Board of Directors of the Broward League of Cities all adopted resolutions calling for the implementation of a consolidated E-911 communications system. Based on these resolutions, the Broward County Commission ratified the formation of the Broward County Consolidation Communications Committee.

 

                     In 2012, the Broward County Commission established an Implementation Board comprised of all City Managers and representatives from the Broward Sheriff’s Office and the Fire and Police Chiefs Associations. This Implementation Board developed a “County 911” model which established an independent 911 Public Safety Communications Office (ORCAT) under the authority of the Broward County Administrator.

 

                     In September 2013, Hollywood joined 29 other Broward Cities and signed an agreement with Broward County to participate in the Consolidated Regional E-911 Communications System.

 

                     In October 2013, Broward County assumed operation of the new regional E-911 system by consolidating eleven Public Safety Answering Points (PSAPs) to three locations. The three regional PSAP locations are in Coconut Creek, Sunrise and Pembroke Pines. The Cities of Coral Springs and Plantation remain independent of the County system.

 

                     In October 2014, Hollywood’s Public Safety Answering Points (PSAP’s) closed and all dispatching responsibilities were assumed by the Broward County Regional E-911 Communications System.

 

     The design, purpose, and intention of this Agreement is to permit the Parties, individually and collectively, to make the most efficient use of their respective powers, resources, and capabilities by cooperating in the use of their respective powers, resources, and capabilities in regard to fire, rescue, and emergency medical services (“EMS”), on a basis of mutual advantage, to provide services and facilities in a manner most consistent with the geographic, economic, demographic, and other factors influencing their respective needs and the development of their respective and joint communities.

 

The Parties further recognize that there is a mutual advantage in providing automatic aid for closest unit response for life-threatening emergencies and cooperative use of the resources available among the Parties in order that lives and property may be saved.

 

Fiscal Impact:

There is no fiscal impact on this Regional Interlocal Agreement.
