Explanation:

On March 12, 2019, City of Hollywood voters passed a General Obligation Bond

(“GO Bond”) during a Special Election to fund a variety of Citywide public improvement projects. Amongst those projects is the new Police Department Headquarters, which is currently in the planning and design phase.

The existing Police Headquarters is located on Hollywood Boulevard and S. Park Road.

In planning for the completion of the GO Bond projects, Continuing Services Contracts, procured per FS 287.055 Consultants Competitive Negotiation Act, were secured with various firms to provide engineering services.

The City Commission, through Resolution R-2018-400, approved these contracts with seven firms, one of the firms being Langan Engineering and Environmental Services, Inc. (“Langan”).

Langan was contracted with on May 27, 2020 to evaluate the site history and test for typical environmental impacts from historical uses of the site as part of the Police Department Headquarters project. Langan installed 23 monitoring wells to collect groundwater samples and collected 144 soil samples within the project area.

Through environmental analysis of the area that included ground water testing and monitoring well analysis of the future development area, it was determined that a former 10,000-gallon underground storage tank (“UST”), an abandoned 5,000-gallon UST, as well as an existing 4,000-gallon UST for the emergency generator at the existing Police Department, were still in place.

This analysis also determined that no known groundwater impacts in the proposed project area exist. However, typical arsenic impacts are present in the upper six inches of soil, in a limited area, and at one location below two feet.

Due to these findings, additional environmental analysis and remediation is needed in order to prepare the site for future development and a potential land swap.

The Department of Design and Construction Management (“DCM”) recommends that Langan prepare the additional site analysis and remediation plan per their attached proposal, as they have extensive knowledge of the existing site and environmental conditions.

This recommendation is based on the fact that Langan prepared the original environmental analysis and reports for this site, and this work is an extension of those findings.

DCM staff reviewed and evaluated the proposal from Langan in accordance with Section 38.43(F) of the City’s Procurement Code and, after evaluation, Langan was determined to be the best value for the future site environmental survey.

Staff recommends the City Commission award this contract to Langan in an amount not to exceed of $99,000.00.

Fiscal Impact:

There is a companion resolution for the budget amendment that will allocate the funding for the environmental survey for a future development site.
