Explanation:

The Southern Regional Wastewater Treatment Plant currently uses an aging chlorine gas system to disinfect treated wastewater before disposal. The system, installed in the 1990s, has experienced operational and safety issues, including leaks. To improve safety and reliability, the City has determined that a temporary sodium hypochlorite system is needed to replace the existing disinfection process while long-term improvements are planned.

 

Hazen and Sawyer, P.C. completed the design for the temporary sodium hypochlorite system and submitted a proposal to provide construction administration services during project implementation. These services will include reviewing contractor submittals, responding to requests for information, attending construction progress meetings, reviewing pay applications, coordinating field observations, and assisting the City with project oversight to help ensure the work is completed in accordance with the approved plans and specifications.

 

The proposed fee for Authorization to Proceed Work Order Number H&S 26-09, is an amount up to $298,981.00, which Department staff have determined to be fair, reasonable, and consistent with industry standards.

 

Staff recommends approval of an Authorization to Proceed with Hazen and Sawyer, P.C. for construction administration services related to the Temporary Sodium Hypochlorite System project which will allow for the transition to this disinfection methodology. The project is estimated to be completed approximately 360 days from issuance of the Notice to Proceed.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and is available in account number 442.409903.53600.563013.001919.000.000.

 

Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.
