Explanation:

The Hollywood Beach Community Redevelopment Agency ("CRA") Plan identifies the need to eliminate slum and blight by improving circulation for pedestrians, bicyclists, and motorists, and to underground the overhead utility lines. The Plan includes the conversion of overhead utility lines to underground within the public right of way of the Beach District.

 

This request combines two projects by different agencies into one project by allowing the CRA to construct and be reimbursed for the Florida Department of Transportation’s (“FDOT”) Resurfacing, Restoration and Rehabilitation (“RRR”) project as part of the CRA’s Phase IV- SR A1A Undergrounding of Overhead Utilities and Streetscape Beautification project.

 

FDOT’s RRR project is along SR A1A, from Monroe Street to Seacrest Parkway and is scheduled for construction in 2027.

 

BACKGROUND:

The CRA Board directed staff to proceed with Streetscape Improvements and Undergrounding from Hollywood Boulevard to the southern City limits, which includes the east-west streets from Harrison Street to Magnolia Terrace, Surf Road, the street ends, and harmonization to private properties from State Road A1A to the west right of way line of the Broadwalk, and State Road A1A from Hollywood Boulevard to the southern City limits.

 

On June 3, 2020, the CRA Board (R-BCRA-2020-20) authorized Kimley-Horn and Associates to provide consulting services for the design of Phase IV for both the E/W Streets and State Road A1A from Hollywood Boulevard to the southern City limits.

 

FDOT has a RRR project along SR A1A, from Monroe Street to Seacrest Parkway scheduled for construction in 2027.

 

On May 5, 2022, the CRA through the City submitted a letter of interest to FDOT to enter into a Joint Partnership Agreement (“JPA”) to combine the CRA’s State Road A1A project scope with the proposed FDOT RRR Project. On July 25, 2022, FDOT responded to the letter of interest accepting the request to enter a JPA.

 

On January 18, 2023, the CRA Board (R-BCRA-2023-02) authorized Kimley Horn and Associates to include the FDOT RRR consulting services in the design of Phase IV Undergrounding of Overhead Utilities and Streetscape Beautification along SR A1A from Hollywood Boulevard to the Southern City Limits.

 

The scope of the project includes milling and resurfacing, upgrades to the existing pedestrian curb ramps, pavement markings and stripping, drainage components, update signalization at existing crossings, lighting upgrades at intersections and signage.

 

For the CRA to build the proposed improvements under the Phase IV- SR A1A Undergrounding of Overhead Utilities and Streetscape Beautification project, the City needs to enter into a State Highway System Project Funding Agreement to set up the terms and conditions of the reimbursement of the RRR construction cost.

Funding for this project is available in the Beach CRA FY 2024 Capital Improvement Plan in account number 163.639901.552.563010.001236.000.000.
