Explanation:

The City seeks to implement additional improvements along State Road 7 (US-441) from Hollywood Boulevard to Pembroke Road to enhance the corridor’s lighting and improve the pedestrian experience. The proposed project includes sidewalk lighting along the west side of the roadway, as well as enhancements to the transit experience; including additional benches and trash receptacles where needed.

 

On August 31, 2022, the City Commission adopted Resolution No. R-2022-227, authorizing the execution of a landscape inclusive Maintenance Memorandum of Agreement (“MMOA”) with the Florida Department of Transportation (“FDOT”). This agreement established the City's maintenance responsibilities for lighting improvements along State Road 7.

 

The City is now seeking Amendment No. 1 to the MMOA with FDOT to establish its maintenance responsibilities for the proposed lighting improvements on State Road 7/U.S. 441, specifically for landscape enhancements from Hollywood Boulevard to Pembroke Road. This amendment will also allow the City to construct sidewalk lighting and implement bus stop improvements where necessary by obtaining the required permit from FDOT. Upon completion, these enhancements will be incorporated into the City’s ongoing maintenance obligations under the MMOA, ensuring continued safety and accessibility for pedestrians and transit users along this corridor.

 

In January 2024, the City Commission approved Resolution No. R-2024-008, authorizing the execution of a contract with Kimley-Horn and Associates, Inc. for the design and permitting of the US-441/SR-7 Improvement Project (HOLL-036) from Hollywood Boulevard to Pembroke Road. The contract was approved for an amount up to $96,000.00, with a corresponding amendment to the Fiscal Year 2024 Operating Budget and Capital Improvement Plan.

 

Funding for this project is provided through the Interlocal Agreement between Broward County and the City under the Surtax-Funded Municipal Transportation Project: US-441/SR-7 Improvement Project (HOLL-036). 

 

To obtain the necessary permits for the proposed lighting improvements, the work must be incorporated into the City's maintenance responsibilities as outlined in the Maintenance Memorandum of Agreement.

 

The Director of the Department of Design and Construction Management recommends the approval and execution of a MMOA between the City and FDOT.

 

 

Fiscal Impact:

Maintenance of the additional improvements will commence upon completion of the installation, which is anticipated to be FY 2026. Funding for the maintenance of the improvements will be requested in subsequent fiscal years in account number 001.500202.54100.531170.000000.000.000.
