Explanation:

In a special election held on March 12, 2019, voters of the City approved a variety of projects to be funded by a General Obligation Bond; one of these projects being the Undergrounding of North Beach Utilities.   The Department of Design and Construction Management (“DCM”) has been tasked with overseeing this project.

 

The project limits are Balboa Street, Walnut Street, Desoto Street, Palm Street, Elm Street, Oak Street, Franklin Street, Douglas Street, and Freedom Street from A1A to Surf Road. Some work is required along A1A and City ROW extending East to West from A1A to Surf Road along the following roads from Balboa Street to Franklin Street, and from Freedom Street to Douglas to connect systems.

 

The scope of this project is to convert overhead utility lines, such as Florida Power and Light (“FPL”), Comcast and ATT distribution and service lines, to underground services. FPL provided a proposal in the amount of $152,299.00 covering its costs, after applying credits as per the proposal, for furnishing materials to be used in converting overhead power lines to underground.

 

The City’s Contractor will install all FPL-provided conduits, transformers, conductors, as per the attached proposal and agreements.

 

Staff recommends accepting the proposal and approving and authorizing the execution of the Applicant-Installed Facilities Agreement for Underground Conversions, the Underground Facilities Conversion Agreement, City/County Right-Of-Way Agreement for Underground Conversion, and Notification of FPL Facilities.

 

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2024 Capital Improvement Plan and is available in account number 333.149901.54100.563010.001188.000.000.
