Explanation:

The Department of Public Utilities (“Department”) operates and maintains the 55.5 million gallon per day Southern Regional Wastewater Treatment Plant (“SRWWTP”) which includes various sewage treatment processes essential for public health and safety.

 

The Department identified the need to rehabilitate Clarifier No. 1 at the SRWWTP to ensure the proper functioning of the biological processes at the facility.  This project will include the replacement of the clarifier center assembly, drive motor, seals, rake blades, skimmer arms, pipes and scum scrapers, as well as miscellaneous metal repairs and alarm controls.

 

On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services agreements with five firms for Water Treatment Plant and SRWWTP Projects, one of the firms being Carollo Engineers, Inc. (“Carollo”).

 

Department staff requested a proposal from Carollo for professional engineering services for the SRWWTP Clarifier No. 1 Rehabilitation, including detailed design and bidding assistance services, based on the hourly rate schedule established in the Professional Services Agreement dated October 5, 2023.  Carollo submitted a proposal to provide said engineering services in an amount up to $467,778.00.

 

Department staff reviewed the proposal submitted by Carollo and determined that the scope and fees are fair, reasonable, and in accordance with industry standards.

 

This agenda item seeks the City Commission’s approval and authorization to execute the Authorization to Proceed for Work Order Number CEI 25-02 with Carollo for professional engineering services for the SRWWTP Clarifier No. 1 Rehabilitation project in an amount up to $467,778.00, based upon the project scope and fees, and the terms and conditions of the current Continuing Services Agreement.

 

 

Fiscal Impact:

Funding for this project/service requires amending the approved FY 2025 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.

 

It is estimated that this work will be completed nine months after the issuance of the Notice to Proceed.

 

Department staff will manage this project.  No additional staff are needed as a result of this project.
