Explanation:

The City of Hollywood seeks to complete the Citywide sidewalk network to improve pedestrian safety and alternative modes of transportation. Grant funding for new sidewalk construction can be secured under the Broward County Planning Organization Complete Streets and other Localized Initiatives program.

The City of Hollywood has applied for and received funding from the Broward Metropolitan Planning Organization (MPO) for varied Complete Streets and other Localized Initiatives Projects (CSLIP), in the seven annual CSLIP Cycles managed by the Broward MPO to date. On November 18, 2018, the City Commission passed and adopted Resolution No. R-2018-362, approving and authorizing the appropriate City officials to apply for and, if awarded, accept the Broward MPO CSLIP grant for Johnson Street from 35th Avenue to 14th Avenue, for street mobility and pedestrian safety improvements including lighting, sharrow bike lanes, railroad pedestrian crossing and sidewalk infill.

On November 6, 2019, the Broward MPO issued an award letter indicating the project had been included in the Florida Department of Transportation (“FDOT”) Work Program for Fiscal Year 2025 Construction in the amount of $1,413,007.00; with such work being delivered as a Local Agency Program (LAP) project, with the City funding the design phase.

On March 15, 2023, the City Commission passed and adopted Resolution No. R-2023--69, approving and authorizing appropriate City officials to execute an Authorization to Proceed with Marlin Engineering, Inc. for the design and permitting of the Johnson Street Local Agency Program Project, from North 35th Avenue to North 30th Road, and from North 21st Avenue to North 14th Avenue in an amount up to $298,924.00.

Design and permitting is progressing on schedule and LAP Encumbrance (execution of Construction LAP Project Agreements), is scheduled for August 2, 2024.

The Department of Design and Construction Management recommends that the City Commission approve and authorize the appropriate City officials to accept and execute Johnson Street Local Agency Program Project, from North 35th Avenue to North 30th Road and from North 21st Avenue to North 14th Avenue, LAP Agreements for construction in an amount up to $1,413,007.00.

Fiscal Impact:

A portion of the funding for this project was included in the amended FY 2024 Capital Improvement Plan and is available in account number 334.149901.54100.563010.000087.000.000. Future funding will be budgeted in subsequent fiscal years’ Capital Improvement Plan subject to approval and adoption by the City Commission.

Partial construction funding for this project will be reimbursed by FDOT upon the execution of a related Local Agency Program Agreement.
