Explanation:

The Department of Public Utilities provides residents, businesses, and visitors with the highest level of health and public safety services while preserving the environment. The Department of Public Utilities owns, operates, and maintains 85 sanitary sewer lift stations that collect and convey wastewater from neighboring Large Users such as City of Hallandale Beach, City of Dania Beach, City of Pembroke Pines, City of Pembroke Park, City of Miramar and Broward County, communities and businesses to the Hollywood Southern Regional Wastewater Treatment Plant.

The Department of Public Utilities (“Department”) identified three sanitary sewer Lift Stations (“LSs”) E-08, E-09 and E-14 (see location map) as vulnerable systems in need of generator upgrades so as to provide continuous and reliable sewer service during and after major storm events. On December 22, 2021, the Department staff applied for a FEMA’s Hazard Mitigation Grant Program (“HMGP”) grant in the amount of $2,784,441.00 for the three lift station projects.  The grant requires a 25% match in the amount of $696,110.25. HMGP provides funding to State, local, tribal and territorial governments so they can rebuild in a way that reduces, or mitigates, future disaster losses in their communities.

Funding for this grant, if awarded and accepted, will provide new and additional revenue to the Department. The funding will allow the Department the ability to expend additional dollars towards the areas serviced by the three LSs and provide a positive impact on the Department’s budget while reducing costs to our residents and surrounding area.

Fiscal Impact:

If approved, grant funding in the amount of $2,088,330.75 will be appropriated in the FY 2022 Operating Budget and Capital Improvement Plan as detailed in Exhibit “1”.

The estimated value of the City’s match of $696,110.25 will be funded by the

Water and Sewer Fund.
