Explanation:

Pride Hollywood Beach, LLC is the Owner of properties at 1900 South Surf Road which is within the “Atlantic Shores North Beach Section,” Plat of the Broward County Plat Book 9, Page 36, of the Public Record of Broward County, Florida. Generally, the properties are located along the east and west sides of South Surf Road between Hyacinth Terrace and Greenbriar Terrace.

The Owner is in permitting to build 21 residential units. To construct the building an application was submitted requesting approval to vacate 160 feet of the 18-foot-wide South Surf Road from Hyacinth Terrace and Greenbriar Terrace. The proposed area to be vacated is shown in attached Exhibit “A.”

As a condition of the vacation, relocation of the existing 12-inch water main, construction of a new stormwater drainage system. A 20’ wide right-of-way dedication for the realignment of South Surf Road and 10’ x 10’ corners dedication for vehicular turning movement is required, areas are shown in attached as Exhibit “B.”

On September 2, 2026, the Community Redevelopment Agency (CRA) approved an agreement (R-CRA-2026-37) between the CRA and the Owner for the required water main relocation, stormwater drainage improvements, and roadway construction. The funding agreement is attached as Exhibit “C.”

Relocation of existing electric, gas, and communication utility facilities within the subject South Surf Road vacation area is also required. The proposed vacation ordinance includes language requiring all utility relocations and all conditions in the Letter of No Objection from all affected agencies and utility providers to be completed satisfactorily within 24 months of the adoption of the ordinance as a condition prior to the ordinance becoming effective.

A Unity of Title consolidating the multiple lots within the project site will also be required as a condition prior to the vacation becoming effective.

Staff has determined that the proposed vacation is consistent with the City’s Code and Comprehensive Plan objectives, that the subject right-of-way is not required for public use, and that the proposed vacation bears a reasonable relationship to the health, safety, and welfare of the citizens of Hollywood, Florida.

Staff recommends approval of the vacation request.

Fiscal Impact:

Approval of this ordinance will not fiscally impact the City as this is a proposal to vacate a portion of South Surf Road.
