Explanation:
The Department of Development Services, Building Division, desires to expand the list of pre-qualified firms currently providing Demolition Services. These services are used on an as-needed basis for building safety at the discretion of the City’s Chief Building Official. The general work that may be requested is demolition of one- and two-family dwellings (up to three stories) and commercial buildings (up to four stories) including removal of foundations; asphalt and concrete driveways and parking areas; and concrete, chain link, or wood fencing. Additional related demolition requirements may be requested on a site-specific basis.
On March 13, 2025, a Request for Qualifications (RFQ) was advertised on OpenGov.com to solicit contractors for Demolition Services (RFQ-298-25-SA).
On May 8, 2025, the Selection Committee met to evaluate and rank the Statement of Qualifications (SOQ’s) based on the approved Evaluation Criteria established in the RFQ. Ten firms responded to the RFQ and were short-listed to the top five. Scores were compiled to determine the final rankings, with the highest score being the highest ranked firm:
1. Chin Diesel, Inc. 94.25 Points
2. KC Construction & Development Group, Inc. 91 Points
3. Black Girl with a Hammer, LLC 85 Points
4. Florida Demolition Experts 82.25 Points
5. Atlas Wrecking 68.75 Points
Based on these results, the Selection Committee recommends the City Commission authorize execution of a Blanket Purchase Agreement with the highest ranked firms and add these five firms to the current pre-qualification list for Demolition Services previously approved (R-2023-041), which expires on January 31, 2026, and has two renewal options.
Fiscal Impact:
Approval of this resolution will not fiscally impact the City as this is a proposal to add these five firms to the current pre-qualification list for Demolition Services.
A portion of the funding for the agreements is available in the FY 2025 Operating Budget in account number 114.140301.52400.534500.000000.000.000 and will be budgeted in subsequent fiscal years’ operating budgets, subject to approval and adoption by the City Commission.
