Explanation:

Dowdy Former Armory Renovations are part of the General Obligation Bond Project list approved by the voters in March 2019.                     

The Dowdy Armory Building, adjacent to the sports fields, was constructed in 1955 and was recently home to the Florida National Guard. The renovations include the creation of an indoor sports facility including basketball courts, netting to establish spaces for batting cages, soccer courts, ADA-compliant restrooms, office space, meeting room, storage area, and exterior landscaping.

The City desires to hire an Architecture and Engineering Firm to provide the renovation programming, design documents, permitting, and construction administration for the Dowdy Former Armory Renovation project. The Request for Qualifications RFQ-4635-20-DCM for the project was advertised on July 21, 2020.

On September 22, 2020, in a publicly advertised meeting, a Selection Committee completed the evaluation process and ranked the participating firms following the stipulated guidelines/criteria in the Statement of Qualifications package. On November 3, 2020, the City Commission passed and adopted Resolution No. R-2020-285, approving the consultant and authorizing staff to begin negotiations.

The Department of Design and Construction Management negotiated a project scope and fee with the top-ranked firm Synalovski Romanik Saye, LLC., for a lump sum amount of $236,500.00 that staff has determined to be fair and reasonable and in accordance with industry standards.

Fiscal Impact:

Funding for this project was included in the General Obligation Bond, and is available in account number 333.309901.57200.563010.001196.000.000.
