Explanation:

The Department of Public Utilities is required to perform various specialized laboratory testing, analysis, and field sampling tasks to fulfill water and wastewater plant permit requirements as well as various local and state regulatory mandates.

 

Collier County, Florida issued Solicitation Number 23-8149 - Laboratory Services that was opened on June 15, 2023, and was awarded to Pace Analytical Services, LLC (“Pace”), for a three-year initial term and two additional annual renewal periods.  Pace has agreed to extend the same pricing, terms, and conditions to the City. The period of performance during which the desired Laboratory Services will be acquired is from July 3, 2024, to March 23, 2027.

 

The Director of Public Utilities and the Interim Director of Procurement & Contract Compliance recommend that the City Commission approve a blanket purchase order for the needed services to Pace in an estimated annual amount of $220,000.00.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided that the goods and services are (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

 

Fiscal Impact

A portion of the funding for this service/project is available in the FY 2024 Operating Budget in account number(s) 442.400103.53600.531170.000000.000.000, and 442.400102.53600.531170.000000.000.000 and will be budgeted in subsequent fiscal years’ operating budget subject to approval and adoption by the City Commission.

 

No additional staff will be needed as a result of this resolution.
