Explanation:
 
The 2008/2009 Wastewater System Master Plan identified the need to install a functional sanitary gravity sewer system along Dixie Corridor and N. 21st Avenue and between Sheridan Street and Pembroke Road to effectively serve and to promote economic enhancement within the existing industrial and commercial corridor.
 
On May 1, 2013, via Resolution No. R-2013-114 the City Commission approved the construction of a portion of the Dixie Corridor Septic to Sewer Conversion along Dixie Highway between Pembroke Road and Adams Street, between Polk Street and McKinley Street and along N. 21st Avenue between Taft Street and Sheridan Street.
 
On September 5, 2012, via Resolution No. R-2012-263 the City Commission approved the purchase of a portion of the property located at 2114 Harding Street to house Lift Station W-08 servicing the area along Dixie Highway between McKinley Street and Sheridan Street.  
 
The installation of this portion of the Dixie Corridor Septic to Sewer Conversion project will take place in the alley between Dixie Highway and N. 22nd Avenue between McKinley Street and Sheridan Street.  The replacement of the existing water main in the alley is necessary for the installation of the new sanitary gravity sewer system.
 
Department of Public Utilities staff completed the design and permitting of the pipeline, manholes, other components of the sanitary gravity sewer system and the water main replacement.
 
On September 5, 2012, via Resolution No. R-2012-259, the City Commission approved a proposal from EAC Consulting, Inc., in the amount of $40,474.00.00, to provide professional engineering services related to the design, permitting, bidding, and limited engineering services during construction for the sewer lift station W-08 located at 2114 Harding Street.
 
On March 3, 2014, the Department of Public Utilities staff advertised the project soliciting qualified construction services, and on April 10, 2014, five (5) bid proposals were received at the Office of the City Clerk and were publicly opened at the City of Hollywood Southern Regional Wastewater Treatment Plant with the following results:

After thoroughly evaluating the bid proposals for compliance with the contract documents, EAC Consulting, Inc. staff determined Lanzo Construction Co., Florida to be the lowest responsive and responsible bidder.
 
A Notice of Intent to Award related to the project was posted on the City of Hollywood web site, in DemandStar, and was sent via email on April 30, 2014 to all the bidders.
 
The Administration recommends the City Commission authorize the appropriate City Officials to execute the attached contract between Lanzo Construction Co., Florida and the City of Hollywood, together with such nonmaterial changes as may be subsequently agreed to by the City Manager and approved as to form and legality by the City Attorney, in the amount of $2,267,705.00.
 
It is necessary to amend the approved Fiscal Year 2013 Capital Improvement Program for the sewer portion of the Dixie Corridor Septic to Sewer Conversion Project in the amount of $1,607,657.00, as shown in Exhibit A.
 
Funding for the water main portion of the Dixie Corridor Septic to Sewer Conversion Project in the amount of $660,048.00 was included in the CIP Amendment that was approved by the City Commission via Resolution No. R-2013-179 and was transferred to account number 42.4000.76663.536.086301.
 
The estimated time to complete the construction services is six (6) months from the Notice to Proceed date.
