Body

Staff Recommends:  Approval of the attached Resolution.

Explanation:

The Department of Public Utilities (“Department”) is responsible for operating and maintaining the City’s wastewater collection system, which includes 86 sewer lift stations.  Lift Station E-03 requires upgrades to improve reliability and maintain proper service levels.

To move the project forward, the Department requires professional engineering services for the design, permitting, and bidding assistance phases (“Phase 2”).

On August 30, 2023, the City Commission adopted Resolution No. R-2023-251, approving Continuing Professional Engineering Services Agreements for water, sewer, reuse, and stormwater projects.  Hazen and Sawyer, P.C. is one of the firms under that agreement.

The First Amendment to the Continuing Professional Engineering Services Agreement between the City of Hollywood and Hazen and Sawyer, P.C. is necessary to incorporate the contract term.

Staff requested a proposal from Hazen and Sawyer, P.C. for this project.  The firm submitted a proposal in an amount not to exceed $465,815.00.  Department staff reviewed the scope and fee and determined the cost to be fair, reasonable, and consistent with industry standards.

This item authorizes the issuance of an Authorization to Proceed (“ATP”) for Work Order No. H&S 26-08 under the existing Continuing Services Agreement, and of Amendment No.1 to the Professional Services Agreement between the City of Hollywood and Hazen and Sawyer, P.C.

The design phase is expected to be completed within approximately eighteen (18) months from the date of the ATP.

Fiscal Impact:

Funding for this project requires amending the approved FY 2026 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this Resolution.

Department staff will manage the project.  No additional staffing is required.
