Explanation:
On June 17, 2015, the City Commission passed and adopted Resolution No. R-2015-169 which authorized the appropriate City Officials to negotiate an Agreement with the top ranked firm, McCumber-Wright Venture, LLC (“MWV”), for Golf Course Management Services pursuant to RFP No. 4442-15-IS (“RFP”).
On June 1, 2016, the City Commission passed and adopted Resolution No. R-2016-161, authorizing the approval and execution of a License and Management Services Agreement (“Agreement”) with MWV. The initial term of the Agreement was ten years and with an option to renew for an addition 10-year terms as the sole discretion of the City; and this is set to expire on June 1, 2026.
On June 18, 2024, the City Commission passed and adopted Resolution No. R-2024-192 approving an Amended and Restated License and Management Services Agreement for the HBGC to address the City’s General Obligation Bond Project.
The Parks, Recreation and Cultural Arts Department desires to align Eco and HBGC Agreement timeframes to coincide with HBGC’s initial term between April 24, 2026, and April 23, 2029. City staff and MWV re-negotiated and amended the License and Management Services Agreement for Eco to match HBGC initial three-year agreement, April 24, 2026, thru April 23, 2029, with optional 2 five-year renewals and payment structure.
Fiscal Impact:
Approval of this agreement will generate revenue which includes 10% from Gross Revenues in excess of $400,000 each year and fixed rent of $35,000 per year which will be adjusted based on the Consumer Price Index for All Urban Consumers. Additionally, MWV shall be required to implement a capital surcharge which will be one dollar and fifty cents ($1.50) per round of golf.
