Explanation:
The Department of Public Utilities maintains and operates the City’s water meters.
The Public Utilities - Underground Utilities Division through extensive market research and past practice has determined that the Neptune Meters continue to be reliable water meters for use in determining the consumption of potable water.
The Neptune Meters continue to offer bronze and stainless steel meter bodies while competitors have moved to plastic bodies, which are less accurate than the Neptune Meters due to factors like humidity, temperature and ultra-violet light and durability.
The Neptune Meters are sold exclusively through the authorized representative Sunstate Meter & Supply, Inc. Of Newberry, Florida.
On December 18, 2017, the Procurement Services Division posted Notice to Sole Source Number NTSS-007-18 to purchase Neptune Meters and Registers, issued an electronic notification to various vendors, and identified December 27, 2017, as the posting expiration date.
The Procurement Services Division received no inquiries or comments on the Notice to Sole Source Number NTSS-007-18, and Section 38.40(C)(3) of the City’s Purchasing Ordinance exempts sole-source supplies and services, such as unique, patented or franchised supplies or services, from the competitive bid requirements.
The agreement for the purchase of Neptune meters will be in place for one (1) year allowing City staff adequate time to prepare a formal bid and verify that competitive sources are available for the types of meters that are required to support the Department of Public Utilities operations.
Funding for the attached blanket purchase order has been budgeted and is available in the Department of Public Utilities FY18 budget account numbers 42.4012.00772.536.005226 and 42.4000.75875.536.006301.
The Director of Public Utilities and the Director of Procurement & Contract Compliance recommend that the City Commission approve the issuance of the attached Blanket Purchase Orders to Sunstate Meter & Supply, Inc. Of Newberry, Florida for the purchase of Neptune Meters for an estimated annual amount of $200,000.00.
