Explanation:
Due to the high salinity of the Southern Regional Wastewater Treatment Plant effluent, the City's reuse facility currently depends upon Davie/Cooper City secondary effluent as the source water for reuse production.
 
The City converted two abandoned sludge holding tanks at the Southern Regional Wastewater Treatment Plant into flow equalization basins to dampen diurnal flow variations from Davie/Cooper City effluent streams.
 
The replacement of the reuse distribution pumps is needed to increase system capacity in order to allow for additional reuse customers.
 
The City requested a proposal from Hazen and Sawyer, P.C. to provide Professional Engineering Services for the pre-design, design, permitting, and bidding services for the proposed Reuse Water System Expansion - Phase 2 project.
 
Hazen and Sawyer, P.C. and the City of Hollywood have a Professional Services Agreement for General Engineering Consulting Services for wastewater projects, and this agreement was approved by the City Commission via Resolution No. R-2003-003 on January 8, 2003; amended by the City Commission via Resolution No. R-2012-152 on June 6, 2012; and renewed by the City Commission via Resolution No. R-2013-110 on May 1, 2013.  This agreement has a provision for insurance and indemnification that meets the City's requirements and gives the City the right to terminate for convenience.
 
The Administration recommends that the City Commission issue an Authorization to Proceed for Work Order No. H&S 14-02 between Hazen and Sawyer P.C., and the City of Hollywood for Professional Engineering Services for the Reuse Water System Expansion - Phase 2 project, located at the Southern Regional Wastewater Treatment Plant, in the lump sum amount of $98,559.00.
 
Funding for this project was included in the FY 2014 Capital Improvement Program that was approved by the Commission via Resolution No. R-2013-311.  Funding is available in account number 42.4000.85863.536.013121.
 
It is estimated that the time period to complete this work is 240 days.
