Explanation:
In November of 2013, pursuant to Resolution No. R-2013-322, the Department of Parks, Recreation and Cultural Arts received funding for the 2014 Children's Services Council (CSC) Maximizing Out Of School Time (MOST) Year-Round grant available to fund Youth Summer Programs and After School Programs.
In reviewing the city's financials, the CSC determined that the city needs to partner with a fiscal agent in order to meet the fiscal viability test and receive the full grant award requested.
The grant required the execution of a tri-party agreement among the CSC, the City and the Art and Culture Center which was for a one (1) year period and provided for three additional renewals.
The Hollywood Art and Culture Center (HACC) has indicated that it would be willing to act as the City's Fiscal Agent for the CSC grant to enable full funding be acquired.
On July 16, 2012, the City and HACC executed the Fiscal Agent Agreement which expired on September 30, 2013, unless the Tri-Party Agreement is renewed by the CSC, City and Fiscal Agent.
CSC has advised the Department of Parks, Recreation and Cultural Arts of the FY 2015 CSC grant funding award in the amount of $477,426.00 for Youth Summer Camps at Kay Gaither, Dr. Martin Luther King Jr., Washington Park, and McNicol Community Centers along with the After School Program at Kay Gaither Community Center and desire to renew the tri-party agreement.
Pursuant to the grant agreement, the City will utilize the services of Russell Life Skills and Reading Foundation Inc. to provide tutoring and homework assistance in an amount not to exceed $69,120.00.
The grant funding helps to offset staff costs, departmental expenses, while enabling the City of Hollywood to offer safe, affordable, quality summer camp programs and one after school program that will serve an estimated 400 youth.
The CSC grant requires a minimum 12.5% match from the local government receiving the grant. The required match for the FY 2015 CSC grant is estimated to be $81,328.00 in the form of in-kind match utilizing a portion of employee salaries.
This award is for the second of the possible four (4) additional one year renewals of the original grant funding, with this being the first of those renewals.
In order to receive the FY 2015 grant, the CSC requires the execution of the attached Tri-Party Agreement.
In accordance with R-2012-032, the July 16, 2012 Fiscal Agent Agreement between the City and HACC, be renewed wherein the City shall pay HACC an amount not to exceed 1% of the actual CSC awarded grant funds allocated which shall be $4,774.26. The fee for services shall be allocated and paid out of the assigned grant account.
